Letter from Minneapolis Mayor Donald M. Fraser to Ronald E. Hunter, January 28, 1983.
In 1982, Law School graduates Ronald E. Hunter (’78), Edward C. Anderson (’73), Judy Oakes (’69), G. Thomas MacIntosh (’65), G. Alan Cunningham (’51), and Russell W. Lindquist (’45), served on a task force to review the practices of the Internal Affairs Unit of the Minneapolis Police Department. The task force was organized at the request of Minneapolis Mayor Donald M. Fraser ('48). The resulting report found that the investigation of police misconduct complaints was often inadequate, and recommended an external review process for cases handled by the Internal Affairs Unit. Among other findings, the task force recommended procedural improvements for investigations and a clear standard of proof for determinations of misconduct. A second letter included below, from the Hennepin County Bar Association, commends the Task Force for its work.
